Special Election Propositions

November 8, 2005 results

Proposition 73 - Waiting Period and Parental Notification Before Termination of a Minor's Pregnancy. Initiative Constitutional Amendment.
OPPOSE
Please see this page for more information.

Proposition 74 – Public School Teachers. Waiting Period for Permanent Status. Dismissal. Initiative Statute.
OPPOSE
Why NOW opposes Proposition 74: This initiative is not the answer to improving public education, rather it blames teachers for the problems in our public schools while ignoring the real issues of under-funding, overcrowding, and lack of materials and resources needed for effective teaching and learning.

Proposition 75 – Public Employees Union Dues. Restrictions on Political Contributions. Employee Consent Requirement. Initiative Statute.
OPPOSE
Why NOW opposes Proposition 75: This measure targets public employee unions’ use of membership dues for political activity, but has no similar restrictions on corporations.

Proposition 76 – School Funding. State Spending. Initiative Constitutional Amendment.
OPPOSE
Why NOW opposes Proposition 76: This initiative gives the governor unregulated power over the state budget and jeopardizes funding for crucial social services. Additionally, proposition 76 would cut school funding by $4 billion, overturning already voter-approved school funding guarantees.

Proposition 77 – Reapportionment/Redistricting. Initiative Constitutional Amendment
OPPOSE
Why NOW opposes Proposition 77: This is a power grab by the Republican Party with the goal of gaining more seats, as they did with the recent mid-term redistricting in Texas.  The three retired judges who would draw the new lines would be selected by the politicians whose seats they would redraw.  Redistricting should proceed as scheduled in conjunction with the next census.  A more diverse group of people should be responsible for redrawing the lines rather than retired judges who are almost all white men.

Proposition 78 – Discounts on Prescription Drugs. Initiative Statute
OPPOSE
Why NOW opposes Proposition 78: Designed and funded by the pharmaceutical industry. Proposition 78 relies on drug companies to voluntarily lower their prices without state enforcement, an approach that already failed in 2003 and is designed to fail again.

Proposition 79 – Prescription Drug Discounts. State-Negotiated Rebates. Initiative Statute.
SUPPORT
Why NOW supports Proposition 79: Unlike proposition 78, proposition 79 is an enforceable, comprehensive discount program that would benefit twice as many Californians. Proposition 79 allows California to use its buying power to negotiate the best discounts from drug companies, saving patients, taxpayers and employers money.

Proposition 80 – Electric Service Providers. Regulation. Initiative Statute.
